Programme's follow-up

Beyond 2007 Neighbourhood Programmes will operate in the framework of the European Neighbourhood Policy adding to an improved cross-border cooperation with countries along the EU’s external land and maritime borders and giving substance to EU's aim of avoiding new dividing lines.

The ENPI will continue to support cross-border contacts and co-operation between local and regional actors and civil society. The ENPI cross-border cooperation (CBC) programme will cover activities across the EU's external borders in the East and the South, with programmes for the period 2007-2013 receiving financial support of €1.18 billion. Within the ENPI Neighbourhood Programme Romania-Ukraine will be transformed into a Neighbourhood Programme Romania-Ukraine-Moldova. Indicative total allocation for this programme for the period 2007-2013 is 126 718 000 Euro. Eligible areas include:

  • Botosani, Suceava, Iasi, Vaslui, Galati, Tulcea counties in Romania
  • Chernivetska, Odeska oblasts in Ukraine
  • all the territory of the Republic of Moldova

Also a new concept of adjoining areas is introduced - adjoining areas will have access to all priorities of the programme, but only soft projects may be implemented in these areas. The following adjoining areas can participate in the Programme:

  • Braila county in Romania 
  • Ivano-Frankivska, Vinnytska, Ternopilska (Ternopilskyi, Berezhanskyi, Pidgayetskyi,Terebovlyanskyi,Monsturskyi,Gusyatynskyi,Chortkivskyi, Borschchivskyi, Zalishutskyi and Buchatskyi districts) and Khmelnytska (Vinkovetskyi, Chemerovetskyi, Khmelnytskyi, Kamyanets-Podiskyi, Letychivskyi, Dunayevetskyi, Derazhnyanskyi, Novoushutskyi, Yarmolynetskyi, and Horodetskyi districts) oblasts in Ukraine

 

The Programme will have the following Priorities and Measures:

Priority 1: Towards a more competitive border economy
Measure 1.1 Improving the productivity and competitiveness of the region’s urban and rural areas by working across borders.
Measure 1.2 Cross-border initiatives in transport and energy projects and networks

Priority 2: Environmental Challenges and Emergency Preparedness
Measure 2.1 Addressing strategic cross-border environmental challenges including emergency preparedness
Measure 2.2 Water supply and waste management

Priority 3: People to People Co-operation
Measure 3.1 Local and regional governance, support to civil society and local communities
Measure 3.2 Educational, social and cultural exchanges
